Flock Safety Camera FAQ
1.
What are Flock Safety cameras?
A. Flock Safety cameras help deter crime and assist investigations. The community uses License Plate Reader (LPR) cameras to capture vehicle details and video cameras to capture short event-based clips in public areas. These systems are intended for public safety, not personal surveillance.
2.
What information is collected?
A. LPR cameras
may capture license plate numbers, vehicle make/model/color, and the date,
time, and location of a vehicle. Video cameras may capture short clips related
to incidents in public areas. The system does not collect personal identity
information such as names or addresses.
3.
Do the cameras use facial recognition?
A. No. Flock
Safety cameras do not use facial recognition technology. Cameras focus on
vehicles and public/common areas rather than private property.
4.
Are residents being tracked?
A. No. The system
does not provide continuous monitoring or long-term vehicle tracking. It only
captures vehicles when they pass a camera and is used for investigating
specific incidents.
5.
How long is data stored?
A. LPR data is
generally stored for up to 30 days, while video footage is typically retained
for a shorter period. Data is automatically deleted unless needed for an active
investigation.
6.
Who can access the data?
A. Access is
limited to authorized HOA personnel and approved law enforcement agencies. All
access and searches are logged and auditable.
7.
How is data shared with law enforcement?
A. Law
enforcement access must be approved by the HOA/system administrator and is
limited to legitimate investigations. Searches must be case-specific and are
fully logged.
8.
Can law enforcement view cameras live?
A. No. The system
is generally used to review historical data related to specific incidents
rather than provide continuous live surveillance.
9.
Is data sold or shared with third parties?
A. No. Data is
not sold or shared with advertisers or private companies. It is used only for
community safety and lawful investigations.
10.
What safeguards prevent misuse?
A. Protections
include user authentication, audit logs, access controls, and usage policies.
Any misuse can be identified and investigated.
11.
Where are cameras located?
A. Cameras are
placed only in public/common areas such as community entrances and exits, main
roadways, and shared parking or marina areas. They are not installed in private
spaces.
12.
When is footage reviewed?
A. Footage is
generally reviewed only when a crime or incident is reported, suspicious
activity is identified, or law enforcement requests assistance.
13.
What are the benefits to the community?
A. The system may
help deter crime, support investigations, recover stolen vehicles, and provide
evidence related to incidents.
14.
How is privacy protected?
A. Privacy
measures include no facial recognition, no continuous tracking, limited data
retention, encrypted storage, and restricted/logged access.
15.
Can residents opt out?
A. No. Because
cameras are located in public/common areas, individual opt-outs are not
practical while maintaining system effectiveness.
16.
Who controls the system?
A. The HOA
controls camera placement, access permissions, and authorized law enforcement
participation.
17.
Who should residents contact with questions?
A. Residents
should contact HOA management regarding camera policies, privacy practices, and
camera locations or coverage.
